RICHARD A. FULLER is the principal of Fuller Consulting and has over 35 years experience in real estate advisory and valuation issues. Mr. Fuller received his B.S. and M.B.A. from the University of Southern California and is designated by the Counselors of Real Estate as a CRE and by the Appraisal Institute as an MAI.

Mr. Fuller is licensed by the State of California as a real estate appraiser and as a real estate broker and has taught various real estate courses for the University of Southern California, University of California at Riverside and the Appraisal Institute.

He has testified as a real estate expert in numerous tribunals, including California Superior Courts, United States District Court and the Circuit Court of Oregon and has been appointed twice to the City of Newport Beach Planning Commission.

Mr. Fuller has been the chairman of several litigation seminars and has been a speaker at various Appraisal Institute and International Right-of-Way seminars. He authored the "Appraisal of a Proposed Residential Subdivision Development: Encyclopedia of Real Estate Appraising" published by Prentice Hall.
